Program Manager, Carrier Operations & Governance

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Manager, Carrier Operations & Governance based in Canada.

This is a high-visibility opportunity to build and lead the operating model for a global telecom carrier and wholesale supplier ecosystem. You will own complex, cross-functional programs spanning operations, technology, legal, finance, commercial teams, and executive leadership. The role combines program management, business analysis, governance, process design, and operational transformation.

You will establish policies, workflows, controls, reporting frameworks, runbooks, and team cadences from the ground up. Your work will help shift decision-making toward a more rigorous, data-driven, and scalable operating model. You will regularly translate complex operational issues into clear insights, recommendations, and actions for senior stakeholders.
